Firstly. Dear Ombudsman (This is also to all head of the council as in next Paragraph): Please urgently stop the damage and secret plots against me, as I want you to urgently stop all these crimes and abuses said herein this letter and in all the letters I want your office to urgently remove from Birmingham City Council and remove all the staff behind all these abuses of me since 18 December 2007. Some, since last local elections, fresh Councillors have entered the council house that may not be in it, but most of last years ones & party M.Ps are in it against me, trying to use Chris Gibbs to cover-up for their allowing him & other staff to do crimes on me to now, crime after crime and got caught as they did it to me, and now be blatantly letting Chris Gibbs orchestrate staff latest plot against my tenancy and plot to get me into criminal record for tax I can never own them nor have any money to pay nor employment nor have any income from anywhere at all but only begging only food since 4 January 2007 to now, and in fact people across the work are circulating all this by the council to now and why Tony Blair & Gordon Brown and John Reid & John Hutton themselves have gone out of their way to ban me from signing on 4 January 2007 to deliberately starve me for me to drop my case aginst them while they are now pulling strings in court to be stealing and hiding my summonses, criminal stealing in the court house via Labour Party’s Harriet Harman & Lord Falconer and Labour M.Ps that planted these crooks, so Labour Party in deeper trouble now. While the Birmingham council is doing these said herein things on me since December 2006, got caught doing them for was Labour Party Mafia cross party cross council department pressure on me since December 2006, so these matters will never go away. The penny falls harder the more abuses and hands that try to hide or steal it from the light/ truth or from coming out. So Ombudsman Please prove Labour Party have not set you up for cover-ups too. See names on last page that witness this to you too. Secondly. Dear all Clean M.Ps and Councillors of Birmingham. How dare you been totally silent, again, since my 21 May 2007 letter for you to let already co-defendants Chris Gibbs head of Benefits -(& secretly Elaine Elkington secretly, while unclean)- abuse me more, and use already co-defendant Hema Chauhan or Reena Chauhan to answer letters against themselves -(Will never consent to deal with me nor access to any council records again nor be at work off suspension), and continue to plot to and collude with others that I wrote against to set me up again 12 & 14 June 07 in new further plots to remove me from my home when they be unclean, not they caused Richard Davis to join their plots so be always unclean in what he did & hence: All must be removed now. And away from this further and ongoing plot and my records and all ever hence council matters with me.

So this too is again to all Birmingham City Councillors and M.Ps with again copy of my 21 May 07 to you all via Council House head mail room manager, in emergency for you all to remove all the herein staff, Chris Gibbs, Hema Chauhan, dept recovery Richard Davis and all named herein and in my said 21 May 2007 letter and other letters before, because they and others have again, since my 21 May 07 letter to you all, again conspired with Chris Gibbs, Hema Chauhan or Reena Chauhan and Richard Davis and hid boss David Fairbotham and others of Central Benefits & Hall Green Housing and debt recovery Teams and Director Elaine Elkington to again criminally put me into even more arrears to0 as their further criminal prejudice and conflicts of interest plots and attack on my 26 years tenancy again to work their already cover-up their months of crimes on me since before and 18 December 2006, and because Reena or Hema Chauhan is already in conflicts of interests in my summonses Vs Hema Chauhan, council, Benefits head Chris Gibbs, pending Vs Elaine Elkington, others said herein, that’s still not ever replied to copies of summonses I sent them, her Chauhan and him Chris Gibbs, and others, to yet, but your still using dirty Chris Gibbs to her Hema/ Reena Chauhan that is always dirty to contact me -(So is new crimes I will sue Vs her and you for all)- then 12 Feb 07 or again anyway plotting to use communications to me to justify Chris Gibbs & her and whoever else behind the trick letter dated 12 June 07 to look as if they are ever clean to be near me in or out of writing or be near any council records or business to do with me; So I warn you all new Councillors & M.Ps again, those to May 07 election ones again too, that no matter what tricks she in said 12 June Letter to me and any other letters from others to do with anything to do with me in nor out of writing or into council files re me they all will never be clean to be legally near me, nor my records nor my ever business with the council again: So remove them always now I demand again.

So remove Hema Chauhan . and Reena Chauhan, and all as I said below letter to you all 21 May 2007, not for any to ask any Benefits nor Housing staff to ever reply for you, as all be always unsafe and unclean there under Chris Gibbs & the others in criminal trouble, but all was to still get copy so they in Housing & Benefits all know they are unclean re me and council business, and that Chris Gibbs and all their heads and Director of Housing Elaine Elkington too is in this ongoing criminal plot so no clean staff is to obey them nor their plots nor send out letters without staffs own full names and who say write out letters too, so no hit and run, as warned Chris Gibbs, Victoria Burgess, Sharon Lea and all Housing & Benefits staff before start of and after 2006, and so they do not take weeks to put letters into envelopes nor backdate letters weeks to get out trouble or lie letters reached civilians by sates or on time or to plant things in files in staff plots in pipeline to cover-up staff crimes or hurts to civilians, as Blair's Mafia inter-departments cover-up of staff crimes are teaching all public departments staff to do to work cover-up or fabricate things into file later often after near total silence to make space to plant things later to lie this or that was really sent out to civilians as planted in files to work cover-up: Those are some of ramifications on all Benefits & Housing staff by all my letters since 2007 She Hema Chauhan / Reena Chauhan and all your records in letters from me show I already sent you many other letters to all, in and out of Council Benefits & Housing & tax office and recovery teams, to all know I do not have any income, no saving, no bank account, and no wage slip to show you, so until I write otherwise -(Note I do not chat out of writing nor justify any of council crooks by mouth nor consent to their tricks to become clean to finish of their long term plot Vs me)- I am still begging food since 4 January 07 and me saying over and over again its because of Labour Part Mafias why and council staff named herein are in it as plain from their plots against my tenancy too. And on top of all that I already sent in full 27 paged Housing benefits form 2 & 25 Jan 07 etc, so why are you still victimising me and plotting month after month since December 06 to now playing games with my tenancy and still now letting her Hema/ Reena Chauhan, after Chris Gibbs', and now co-defendant Richard Davis still criminally harassing and witness intimidating me again in her Reena Chauhan’s illegal never ever will be consented by me 12 June 07 letters’ contents to illegally reply to my 21 May 2007 letter Vs Hema/ Reena Chauhan too, and why are you now suddenly letting -(Only can be Chris Gibbs said in my 21 May 07 letter)- Chris Gibbs still be near my business and council records to be illegally using now co-defendant Richard Davis -(Secretly Elaine Elkington, and David Fairbotham in it too)- to be now again 3rd time (After ignoring my 13 & 27 Feb 06 notice all letter to me is only via 11 Muntz House to dump mail on floor of my garden 18 December, 30 Jan)- deliberately bypass my c/o address you are all hiding behind dump more mail on floor of my garden to blow away 14 June 07 to work criminal prejudice and harassing me again to cover-up crimes for all his heads & David Fairbotham, Chris Gibbs and said others, by his out of blue drop a lying arrears letter dated 14 June 07 with no council letter head on it and deliberately left outside on my front door step floor for wind to blow away, so he Richard Davies is going to be sued by me -(So this is legal notice Vs him and whoever behind him)- criminally setting me up for malicious Chris Gibbs and also furthering all said others repeated plotting against my tenancy again: Now again, after somebody hiding name from Hall Green Housing did it 18 December; then your council records then said in your 28 December 06 that all records set so no more mail is to my home address; then Chris Gibbs, Victoria Burgess, Sharon Lea, Mirza Ahmad & David Tatlow and heads of the council plotted via and used David Fairbotham to dump 30 January 07 no reason notice to quit mail on floor of front door of my home in plots against contents of all my 18 December to 25 January letters that was against corrupt council staff again, Chris Gibbs & Elaine Elkington hiding for and, so deliberately Fairbotham criminally bypassed my c/o address 11 Muntz House 30 January and dumped his 3 paged illegal notice to quit dated 25 & 30 Jan 07 after council letter dated 28 December say all contact addresses altered in council to 11 Muntz House, then after him Fairbotham was caught and had legal notice of court action against him and whoever behind him he and you in council then got Hema/ Reena Chauhan to write me her lyings in her 9 Feb 07 letter that David Fairbotham’s notice to quit that was dumped on floor of garden, deliberately bypassing my c/o address again, was served on me at my address by David Fairbotham 30 January 07 only because my home was reported empty and she in that 9 February 07 letter was saying another notice to quit was already done in December that obviously was kept secret from me till her 9 Feb 07 letter let it out about that secret other notice to quit without reason on, and that so caused me to send legal notices to council heads and David Fairbotham etc so February 07 summonses was to High Court Vs Council, David Fairbotham & herself -(She all my ignored repeated copies of my 20 February 07 letter to her, then she ignored copy of summonses Vs herself still to now), and Vs: head Barrister Mirza Ahmed’s self; Vs Victoria Burgess self ignoring legal notices and summonses sent her but still cooking with co-defendant Chris Gibbs & David Fairbotham and Mirza Ahmed & David Tatlow & Fairbotham & Sharon Lea; Vs David Fairbotham self -(Head of now co-defendant Richard Davis that’s in crime on me with Elkington & Fairbotham, Chauhan & Chris Gibbs so unclean in all his deeds towards me, in plot Vs me too)-- and said others later in other summonses that then did conspired more after 9 February 07 between each other with you their council heads of the council -(Like pretending I would hear from but nothing got from Litigation Dept to now for court use since before nor in my replied Vs Deputy Leader of Council Paul Tilsley that also fell total silent since his 28 Feb 07 letter said my letter 24 Feb 07 letter was passed on to since then total silence to now council Legal services Dept, hiding what’s needed for court to obstruct justice)- in more council heads and staff’s ongoing crimes me and my tenancy to now: plots against em and my tenancy as said over and over again as the council Mafia cross department plots grew as said in all past letters to you all, and in copies of summonses sent to your legal services Dept Vs council and all said Council Housing, benefits, Litigation & recovery staff, and yet no ever reply to me -(Nor anything to me I for court use since December yet)- regarding my legal actions notices nor copies of my summonses sent to any of named herein co-defendants yet, and to you all, and yet to now -(With noting more from any others nor anything more from you the whole council heads, after leader of council’s Paul Tilsley’s 26 February letter to me nor reply to any of my other letters to now to or via the council house)- you the applicable clean council heads whom are supposed to suspend all the culprits or staff with possible malice far from my records and council business with me -(like Chris Gibbs since before and after December 2006 in this ongoing plot against my tenancy)- are still letting dirty Chris Gibbs, whom I always refuse to be ever again near my business or council records, even plotted repeatedly against me since and after said the above 9 February Hema / Reena Chauhan’s lying letter -(Saying notice to quit was retracted, Chris Gibbs Now 12 June plotting with Chauhan Vs me too)- to continue with Sharon Lea and Victoria Burgess, Elaine Elkington and others to further after 9 February 2007 continue to out of blue put me in arrears again via Chris Gibbs' illegal malicious letter dated 16 February 07 arrived at Muntz House for me about 22 February 07 saying he has cut off my housing and community tax benefits while all my other letters was against himself, and he was setting me up for ignoring facts of my Housing benefits forms sent already 2 & 25 January 07, and so plotting to look as if he Chris Gibbs’ can get blood out of stone, me, all for him to look clean again after illegally writing to me if I don’t reject him, as if he Chris Gibbs is not supposed to be already automatically moved far away from my business and records with the council, and make space for cover-up of other abuses by Chris Gibbs and others to me before December 2006 too, but he Gibbs carried on his plot, while the council played the games of using 28 February 07 letter from Paul Tilsley to keep me waiting for things for curt use, while they and heads of the council left unclean Chris Gibbs to plot on with his lots against me and my tenancy, by plain criminal offences discrimination, into his and his bosses next plots to defeat my other letters against him, and Victoria Burgess, Sharon Lea, David Fairbotham, Mirza Ahmad & David Tatlow, Councillor Paul Tilsley and said in other letters from me Council heads now in deeper trouble, because after 9 February Hema Chauhan’s & Chris Gibbs; 16 February cutting off my benefits they let him Chris Gibbs' plot more via ignoring my letter against Chris Gibbs 16 February got by me 22 February letter by allowing him to go further by ignoring my letter dated 24 February 07, later sent 5 March 07 again, for his Chris Gibbs’ removal and my legal notice of court case pending Vs himself & council and others going to court next, yet you his heads of the council, M.Ps & Councillors & Cabinet who was sent my 24 February -(Again 5 March 07)- even you let him Chris Gibbs continue to ignore my 24 February & again 5 March 07 and my letter dated 28 March 07 letters, then his staff sent me backdated letter dated 23 March 07 that came 31 March 07 saying nothing to pay meaning I have 100% nothing to pay in council rent nor community tax, and then you the council heads still total quiet after 28 Feb 07 deputy Leader of Birmingham Council Paul Tilsley then let him Chris Gibbs plot again via his own signature letters dated 10 & 18 May 07 illegal malicious Notice of Benefits letters, saying he has decided to retract all money paid me in rent & community tax, and wants it all paid by me -(When he Chris Gibbs illegally been reading my letters against himself and his dirty staff plotting Vs me)- after he Chris Gibbs and all his staff read that since 4 January 2007 I have no income at all since Job Centre bared me entry to stop me signing on because they are under court cases charges wit Tony Blair & party that did it to me to cover-up his party crimes, said in my letters to council since 25 January 2007, so this 10 & 18 June 07 new attack my Chris Gibbs was illegal and malicious, but you also let him continue to ignore my warning in my then next letter to you the heads of the council and against him Chris Gibbs for you the council clean heads,' new Councillors after May 2007, to urgently re-move him and the others in that 21 May 2007 letter from me and now he has criminally conspired with Hema Chauhan or Reena Chauhan to still carry on plots in his 10 & 18 May 07 criminal plots to put me deeper into arrears of tax and rent which I do not have money nor have any income or savings to pay, so that he is now your leaders of the councils puppet to use the said latest 12 June 07 Hall Green’s co-defendant Elaine Elkington to use Reena / Hema Chauhan to write tome illegal letter dated 12 June 07 saying she wants me to contact unclean Chris Gibbs benefits Mafias, all unclean now, so that she would look clean after me doing that so Hema Chauhan would be clean again regarding me to escape the facts of there crimes that caused me to put summons into court against herself, so that this said Reena Chauhan would also get me to chat to dirty benefits staff to make them clean regarding me again, and then while they be doing that, they all have conspired to get the said Richard Davis to illegally bypass my safety care of address and illegally enter my home 14 June 2007 to deliberately dumped yet another the 3rd time council letters, rent arrears plots, on the ground of my home to blow away, so that they can sneak bailiff into my home when I have filed in all the forms and repeatedly said for my safety and against councillors and plots that I do not talk to any of them out of writing and that I have no income at all since 4 January 07 so having to beg food to now, and will write them when my circumstances change, which was also in the letter and form sent them the Council Benefits offices 25 January 2007, so what do they want from me, I don to talk to them out of writing as nothing is safe for me, after all these crimes on me, no law can make me phone them for them to lie what is said or not later; I done the forms and update.

So you the Labour Party, Tory Party & Lib Dems that’s been siting silent all this time since December 06 at least, totally to now silent except for Lib Dem Deputy Leaders one letter dated 28 February 2007, have:- a) liabled your whoever parties you profess to be long to that must have 3rd Party insurance as your only contractors for period in office, and so have b) liable yourselves as crimes done in your hold of and as the heads of the council for what you, and your Legal Services Department that’s been deliberately total quiet to now after Mirza Ahmad fell before 9 February, even have ignored me and have deliberately let the said Chris Gibbs & heads of Revenues & Housing & Litigation etc criminally victimise me, over and over again to now, during Chris Gibbs’ criminally plotted against my 26 years tenancy, then now using now co-defendant with him Richard Davies of council rent and tax recovery plot, and Reena Chauhan / Hema Chauhan and Chris Gibbs’ further, in their latest team work 12 June & 14 June Richard Davis plots in criminal conspiracy to use public wages, time, taxes and resources and other staff to defeat me exposing your Council staff and Chris Gibbs, Victoria Burgess, Hema Chauhan, all Directors of Council Revenues’ crimes said or not said in this and in other letters before and my last 21 May 2007 letters reported over and over again to all Council House parties’ M.Ps & Councillors of Birmingham & heads against them all named herein, and named and indicated in my 21 May 07 letter and others letters going back to before and 18 December 2006 letters from me, and still they Chris Gibbs and they said being criminally allowed to be doing these prejudice and conflicts of interest further plots -(On top of others since 18 December 06)- to now in their 12 & 14 June 07 Council Benefits & Housing letters; So that, excepting maybe new 3 May 07 Councillors, you the Heads of the Council are now in deep legal trouble, and in trouble with the Ombudsman now too, I hope he does not fall too, because I am reporting all this to the Ombudsman, via this letter too, also for your council’s heads and said staffs past to now and this latest 3rd time criminal bypassed my c/o address to deliberately dump mail on my home 12 June 2007 for it to be blow away by wind, but lucky it was found my visitor before it blow away; So on top of what Ombudsman must do against you all heads and staff, all of you in the council is to take legal notice with those said herein that I will now sooner or later sue the council for and sue him Richard Davis with Chris Gibbs, Hema / Reena Chauhan, all Directors and mangers of Council Revenues, the whole council, all Labour & Tory Party & Lib Dem Party 2006-7 councillors & many be all, and whoever else told them said to reply to my 21 May 07 letters, and to anymore, and to reply any of my other letters -(And this letter if they dare on council paper or resources)- that was in fact directly or indirectly against theme selves, other named in past mails too, and whoever else in their ongoing plot against me and my tenancy, and so all are unclean forever so must be forever removed too, and all get copy of this via council house mail room, but non of them to contact me again except from own paper they got copy of this or that from me as legal notice Vs selves as my legal notice on their person, and clean Council litigation staff to say council got this legal notice on the council, but all MPs & Councillors to write me now and say these staff have been moved by clean council staff and Local Government Ombudsman for these criminal conspiracies against me and my tenancy since at least 18 December.

I don’t know nor want council staff address, so council must to give copy of all this and all my other December 06 to now letters to all council staff in ever department, striking out my address and C/o Address only, to make sure all them, wherever they are or moved to or will be moved to in the council, all known to me and not to known me, or be hid from me by not putting names in letters to me (Or not known yet because of no reply from litigation dept & Head Council Mail room managers to my ever mails for things asked for court use: So obstructing Justice by Mail Room Manager already pends' if he say no passed on mails to all I asked him to copy and give copies too, so that they the culprits should have backed off or removed themselves from by business and records to now: So Mail Room Manager are you in criminal trouble for theft of mail addressed to others via your internal mail room, via you to them because and even if I can not find their home address nor have their full names so I had to ask you to do what I asked you to do with many of my mail, as for my legal notices on them or passed to heads all I ever asked you to pass to them since December 06: Note these thing Ombudsman re Head Mail room manager still hiding his names from me and not ever replied to me either?)- me, even knows who has conflicts of interest and who is served by my legal notice by ramifications via all my letters to now, so all staff that’s ever been involved know I am suing them sooner or later, so must all keep away from my business, me and my records, and stop the pots against me; if council still dare not sack you all involved nor remove you out of all departments that have anything to do with me (All to get copy of this via Council House internal Mail room head, after Ombudsman get his, so no have excuse).

So Ombudsman, make sure the Council now urgently removes all council staff that’s ever been behind all letters to me since 18 December 06, especially David Fairbotham, Hema / Reena Chauhan, Victoria Burgess, Richard Davis, Sharon Lea, Elaine Elkington, is removed permanently form all council records relating to me and all ever business with me, on computer and anywhere else in whole the council or because of their malice now and future your in deeper trouble in the council and Ombudsman.

Only letter from benefits is due is that all rent and community tax built up my said plots arrears have been totally removed now, in fine non evasive writing too not by nothing to pay notices, or else its crime for everyone and anything other than that hence, especially after I told you the council heads, and all Benefits heads and staff over and over again that I will tell you if I get any income by employment or by state benefits, and told you I am begging food only since 4 January 07 and have no income nor state benefits, and have no savings, no wage slip and no bank account. So Ombudsman please stop the council heads from victimising me and make them stop the said staff’s criminal harassing and working criminal produce plots on me or police must arrest whoever in the council and whoever lets them continue. Prejudice is a crime. Outlawing me from any public services or benefits is a discrimination or racism crime too, breaks United nations Universal Declaration of Human Rights Act 1948 that are state maxims forever in all UN members states’ via Articles 30. And also Ombudsman please order the clean officers in the council is to total and urgently stop that new plot by David Davies, and stop letting staff not use council letters heads like he did.

I do not speak to staff on phone: nor mouth now? I am never safe to speak to them nor will, nor to the council out of writing now; who is next to abuse me by mouth only tricks? After Chris Gibbs read the letter against himself, then still told Reena Chauhan / Hema Chauhan to answer my 21 May letter 2007 to their heads against them both illegally then both of them is not intending to be backing down from their ongoing crimes against me.

So before they do more damage you the council clean heads and ombudsman had better remove them both and Richard Davis and any they replace him with far form my business and records, because legal notice against them selves and bosses you means remove all alleged dirty public staff far away for alleged hurt civilians and all their ever records, forever, in case old or ongoing malice by the staff do other things to alleged or hurt civilian, so common tax payers laws say automatically move them far away no mater what happens after the hurt come to hands of the bosses of the staff. So they are not backing down but using Richard Davis to attack me, set me up at home dodging my c/o address, also to cover-up for their boss David Fairbotham that’s also in summonses sent into court with Chris Gibbs since Feb 2007, so all are unclean to now and in all done by Chris Gibbs too. They are up to something illegal, and heads head of the council letting it is also is crime by the heads, so heads had better urgently stop them before somebody get hurt.

Obviously by Richard Davis’ illegal and cheeky move to bypass my c/o address safety, they have plotted to and are illegally planing to abuse public taxes and resources for own malice and of me so are getting ready or set to abuse the courts by secret council Mafias via that 14 June 07 dumped on ground of my home letter Richard Davis is setting me up for after his plot with Reena Chauhan / Hema Chauhan and Chris Gibbs, and others like Elaine Elkington and Mirza Ahmad that’s named in summonses sent to court under United Nations Article 30, and other that I have rights to take them to open court and jury trial in UK and it is crimes against Humanity to prejudge my court case before 1215 Magna Carta jury trial final judgement of my allegations against anyone or persons or group: Read UN laws and Maxim in them and Magna Carta, before these crooks and Tony Blair & Gordon Brown and Party get Ombudsman system into crime too. Prejudice against any Civilian getting “equal access to all public services” is a crime to: “All are equal before the law”: Civilians equal not public officers as Magna Carta says officers shall not hold self pleas against civilians.

Remember Chris Gibbs was unclean to ask Reena / Hema Chauhan to write to me, so I will sue them both. Thy are plotting to now use Richard Davis to set me up, and that’s part his is and their plot to on 14 June 2007 bypass my c/o address for 3rd time now, could be 4th time now, to illegally continue to or and out of blue use Council money, resources and bailiffs for private malice against me and my tenancy since December 2006 to now, so it is criminal extortion of public money for their own malicious gains and uses against me and my tenancy: while they been taking public money wages while doing these crimes on me is crime of theft of public money and resources, in doing own crime while getting paid public money and using public resources. So this is complaint to ombudsman they are extorting public money to do repeated plots and crimes on me, and heads if the council are in it and been deliberately allowing it since 18 December 2006 to now.

I don’t want anyone to dare say its tenancy matter so is civil matter. It is also criminal matter at my chose, or civil mater at my choice, because of the criminal malice, criminally abusing public office and authority, and then criminally using public council time, money, wages and resources to do repeated discrimination crimes on me since December 06 to now by attacking my tenancy via manifold plots and blatant crimes on me. Not even police can say its civil mater without working their then part in the cover-up of said council staffs crimes, I am reporting to police via copy of this only now for evidence only, before this evidence I have to end up by me having get witnesses and phone police 999 against any bailiff’s person and against whoever caused bailiff to come near my home or me by word or deed, and if I ma out and bailiff come and or use police to get entry into my home then I will take witnesses and media into lice station to file complaints, charges and prosecution of any bailiff and whoever send him, including Chris Gibbs and all heads and leaders of the council that in it letting his and his staff and other said department’s staff’s plot to do these things to me to now, and hence plots against me and my tenancy. It is plain criminal discrimination and cover-up of council staffs’ crimes too.

All those in the council that’s known to me or not that’s allowing and doing these crimes on me and my 25 years tenancy, since December at least, must all be eventually arrested, by Ombudsman’s causation via emergency non cover-up powers to call in police to use police cameras and logging all records and evidence in all Council departments regarding me and my tenancy and my herein claims too -(Ombudsman and clean not political party controlled police must be sincerely, not play arrest and then long term state cover-up games to cover-up later), also arrested and forevermore removed all of them -(Including all in Litigation office that’s not given me what I asked for, for court yet after Deputy Leader of Council 06 said he passed litigation office my mail and non ever responded to me to now)- far away from public offices and manual and computers records, and that is for their using council time and money and resources to do the crimes on me and my tenancy. It is crime of fraud and extortion, no matter if they are public office, because all of them be under same crime laws as when civilian use company time and resources for crime or self profit, then he or she or they is arrest-able for theft of company resources or wages, via extortion or theft or fraud of wages, and so these in the council’s all ranks, named or not herein, that’s done all this to me from before and after 18 December 2006 are arrest-able too; arrest-able, and removable from public office and records, with whoever else in and out of Birmingham City Council systems and process that helped and will continue to help cover-up for these crimes of staff using tax payers money for private crimes on me or to cover-up each others other crimes etc., especially those exposed when you read flow of words and deeds in the only letters I ever had -(From Staff Deliberately in plot dodging or not dogging my safety c/o address, and all of them deliberately sent not to be signed for so they can plant others not to me into council file to cover-up letters, so Ombudsman why have the deliberately avoided my repeated demand they get my signature for all ever mail, except to build different picture in the file than is between me and the council or me against the bent staff, so Ombudsman you not do asking for file only but you must remove all records from council departments and remove all staff involved in them too)- from Housing Benefits being these by who ever keeps sending non pp letters with “Chris Gibbs” name on. His names on (These are not all letters, so these Excluding other Council Departments letters, where they playing same dodging or nor replying or silent to plant things later tricks etc. you will have to remove from council and check what I have or not from them or me to them)- namely in only Council Benefits’ Dept’s letters (Some backdated for cover-up tricks) to me dated: 1) 28 December that came 4 Jan 06 that came 30 December 06 to Muntz House with Victoria Burgess, Sharon Lea, Chris Gibbs on (While co-defendant now Mrs Bradley wrote me sly other one dated 28 December 2006); 2) 28 December 06 illegal notice letter that came 4 January, would be backdated deliberately) 3) 29 December 06 Benefits Decision 100% nothing to pay letter that came 4 January 07 (While you should note using witness when put in 2 housing forms 2 & 25 January 07 and still no reply to them, so they hiding them to do more abuse and crimes on me to now June 07); 4) 30 Jan that came in Feb 07 obviously backdated to try tricks like to make it look as if pre December 06 unclean Chris Gibbs ever had permission from me to be clean to be still in office and be near any of my council records or business, for him to orchestrate cover-up after that 30 Jan 07 letter I countered after, so he still unclean to be doing anything to now or after this herein letter June 07, after Chris Gibbs already had my legal notice against him long before December 06 for other things to me, so he was in plot that started 18 December re rent arrears); 5) 15 Feb that came 22 Feb 07, still they playing long delay to me letters -(Deliberately While Housing trickster Hema Chauhan was plotting to do her 9 February 07 cover-up letter to me re dumped on my frond door for wind to blow away 30 December dated 25 & 29 January 07 council notice to quit in 28 days without reason letter to me)- illegally again with Chris Gibbs name on, with Victoria Burgess on, pretending I had not already sent in 2 & 25 January housing update forms that I sent updated that only change is no income at all now from 4 January 07 so I am hence begging food only, surely by 21 January since 4 January, because I was and then no longer getting Job Centre Money and saying why no income at all is because Labour Party crimes stopped me from reaching signing on point 4 January 07 while them on the Job Centre door illegally banning me and endangering my life not to enter again was already served court action notice for parts in Job Centre crimes etc. 6) 16 Feb 07 that came 22 February 07 again illegally from Chris Gibbs again to set me up and look to look as if Chris Gibbs is ever clean when he never be allowed near my records again nor to collude with Victoria already before December 06 also unclean Burgess to use her or any other staff to send mail not to be singed for and without their full accountable names and dared pretend I not already given them benefits form 2 & 25 Jan 07 -(That led me to write against always will be unclean Chris Gibbs’ 15 & 16 March 07 letters to me, and against Victoria Burgess too, and since writing against them and Hema Chauhan 20 February, 24 & 5 march February 2007 and spare copies sent too, I to now have only ever got Deputy Council Leader Paul Tilsley’s 28 Feb 07 response to that my 24 March 07 letter to now, non other response to now June 2007 so have no names nor other records asked for, for court use, While unclean Chris Gibbs, Victoria Burgess, Hema Chauhan, Mirza Ahmad, David Tucker, David Fairbotham, Elaine Elkington and others like Richard Davis have been and are still been cooking to carrying their repeated nor replying to some letters from me and still doing their fabricated rent and tax arrears attacks on me and my tenancy, up to now I write this to Ombudsman to stop them all their malice use of public money for their own reasons and cover-up of these and other crimes for themselves and others in the council); 7) 23 March 07 dated Benefits Decision letter, that 31 March 2007 trespassing by not to be signed for again, with Chris Gibbs name on, saying I have 100% nothing to pay, obviously backdated to 23 March 07 by Chris Gibbs to counter my already other and to them last 24 March 2007 letters against him Chris Gibbs and Victoria Burgess, and then there was total silence from all the council until, until one dated 18 May 07 came, another not to be signed for letter dated; 8) 10 May 07 Council Tax Bill Reminder letter -(Deliberately sent not be signed for again to fabricate whatever else in council files), saying I owned £122 tax, via Assistant Director of Revenues hiding his spell-able must be accountable to the public names, after he or she must have colluded with and been told to do it by to me Chris Gibbs malice and cover-up crimes reason, as now that Assistant and his head Revenues Head officers must be in the plot with Chris Gibbs & Victoria Burgess and I it with their heads in the council whom I also I wrote my 21 May 07 letters to against Chris Gibbs & Victoria Burgess and the others (while been totally silent since the 28 Feb 07 letter from Deputy Leader of Council that he passed my February letters against Chris Gibbs etc to Litigation that’s still totally quite to now), and then out of the blue before I could reply tot he 10 May 07 criminal behaving Assistant Revenues Directors Letter and other letters was delivered at Muntz House for me, again deliberately not be signed for, but there came; 9) an 18 May 4 paged “Council Tax and Rent” Bill type Benefits Decision Notice letter which came 21 May 07 again illegally with unclean Chris Gibbs name on both rent & tax bills demanding full recover repayment of all Council tax & rent benefits they paid to me, that all makes no sense either. So that 18 May 07 Chris Gibbs Head of letter using staff by criminal conflicts of interest and self malice to put me and my 25 year home into arrears and criminal offence tax debt to give criminal tax record, then lead me to write joining my other past to council heads letters, even my 21 May 2007 further complaints to all the council heads, including all 3 May 07 new Councillors, against Chris Gibbs and others for those new crimes and new ongoing further plots by Chris Gibbs, Director & assistant Director of Revenues, Hema Chauhan / Reena Chauhan, Elaine Elkington, David Fairbotham, Richard Davis to deliberately fabricate and put me in rent and council tax arrears to use council tax and resources to get me out of my 25 year home by their criminal malice, and that is after therein in my 21 May 2007 letter made that letter my further legal notices against Chris Gibbs and others in my 21 May and in other prior 21 May 2007 letters, as legal notice via various copies, to his City Council highest heads, new councillors after 3 may too, which I did not give complaints to him or any below him Chris Gibbs, but only legal notice to him and them in past crimes on me so they stop messing with my business with council and not be judge in own crimes, so on suspension from work in the council is automatic law against them, but they via heads was to all to get copy to retract from all the crimes on me to and the heads of the council was to retract all the crimes on me by Chris Gibbs' & his partner in crimes Director of and Assistant Revenues Directors latest orchestrated 15 & 16 February letters to now plots, but after that 21 May 2007 letter from me against them suddenly out of the blue again came unclean Chris Gibbs who has now illegally got already unclean Housing Staff Reena Chauhan/ Hema Chauhan that’s in Feb summonses to illegally write to me to say to trick the council file to seem as if I say Chris Gibbs is clean again -(When he nor any I wrote against will never will be clean)- in anything regarding me, so that Chauhan is illegally writing me saying she read what was against Chris Gibbs, and Benefits head Chris Gibbs that must have read it, so both being unclean, Chauhan then says Chris Gibbs told Chauhan of Housing to write to me 12 June 07 to send my letter to Benefits when Chris Gibbs is head of Benefits, not housing, and se be dirty and illegally plotting with and telling Housing Department staff what to do with letters to Council House Heads against herself Chris Gibbs the head in Benefits, as my the 21 May 07 letter is against Chris Gibbs etc, when Chris Gibbs and Chauhan must have colluded in those two departments so read that Chris Gibbs was unclean Chauhan of Housing wrote me that Chris of Benefits had told her or him Reena Chauhan/ Hema Chauhan unclean already, in court Feb 07 summonses, to write to me the said 12 June 2007 to let me know she/he, criminal accessory, Reena Chauhan getting instructions for the crook Chris Gibbs to sending my letter against Chris Gibbs crimes, all involved benefits heads & staff & Revenues, I wrote against in my 21 May 07 letter Chris Gibbs self only to head of benefits Chris Gibbs department for him Chris Gibbs to have also now again obviously conspired illegally with already unclean Elaine Elkington’ Housing staff by the name of Debt enforcement officer Richard Davis who has joined their criminal conspiracy to write me his 14 June 07 letter that he to deliberately bypassed my care of address to dump on ground of my front door step to blow away, so that he, Chris Gibbs & Director or and Assistant Director Of Revenues, and Housing Head Elaine Elkington and Richard Davis is in new but also ongoing plot to maliciously still use public taxes, work time and wages, to obviously next steal tax money to use in bogus malicious county court case Vs me they will fabricate more in to get away with their letters' plot to illegally use bailiff, via accessory Richard Davis 14 June plots, to get me out of my 25 years’ council home, breaking criminal conspiracy, fraud and theft of public money and resource and wages and illegal use of council staff and authority in their ongoing plot to steal from my home and so break the theft act of which whatever Bailiff dare do or take anything out of my home is theft my conspiracy to teal what in my home during their plot to get me out of my home by criminal malice and use of public money to do so, so that any bailiff is arrest-able with such bogus council work given them, when Chris Gibbs, all his bosses in the council up all the ranks pre-they know I do not have any money nor income at all since 4 January 07, said in benefits form's and in letters, and must by law get 100% tax and rent rebate, so he and his bosses and whoever behind him and he Chris Gibbs themselves are in these crime son me criminally; all Via Chris Gibbs orchestrating this level, while his highest bosses in the council house and Litigation Department again after my 21 May Letter against Chris Gibbs etc, are allowing him Chris Gibbs & Elaine Elkington and the said others in said 12 & 14 June 07 and past letters to continue and maliciously plotted with and sent or got deliberately mix up names Hema Chauhan / Reena Chauhan to deliberately cause confusion of Hema Chauhan names, or ID mix up, to slyly send me said illegal 12 June 07 letter with Reena Chauhan on illegally sent to me to let me know that Chris Gibbs asked Reena/ Hema Chauhan of Housing to write to me 12 June, obviously to slyly try to set me up to chat with them that’s already unclean in the plots to make things look as if Chris Gibbs or any below him is clean ever to get anyone to write me such a Reena Chauhan/ Hema Chauhan’s illegal 12 June letter sent only to work escape much, and also for the heads of council to never reply to my 28 March repeated sent nor to my 21 May 2007 letters to now and so that Hema Chauhan can get away with not ever replying to any of my mails after 9 February nor copies of the summonses Vs Hema Chauhan sent to Hema Chauhan, and so also sent me that 12 June 06 letter abusing me to open things up for all the heads of council to get away with fact that non has ever caused anybody to ever reply to my 20 Feb 07 letter Vs Hema Chauhan nor to copies of summonses Vs Hema Chauhan and the copies of 15 Feb 07 summonses Vs the council to now, nor has the heads of council nor anyone ever caused any litigation staff to ever give reply to now give me any of the things I ever wrote the council for since December 2007 for court use so obstructing curse of justice basic info needed for summonses, so that Council head Barrister Mirza Ahmad, David Talbot, can get away too as non reply to my 31 January 2007 letter to council and him has ever been done to me; and so it had to be Chris Gibbs and Reena or Hema Chauhan that must have conspired with Chris Gibbs in her 12 June 07 dated letter’s tone, mentioning dirty Chris Gibbs in it, to plot to and criminally set up malicious Elaine Elkington’s Housing Departments Debt Enforcement Department’s Richard Davis to criminally bypass my c/o address to dump his 14 June 2007 1 paged letter on ground of my front door for wind to blow away for me not to surely get for him David Davies to go away and plot more in secret for Chris Gibbs and their illegal so far plots and tricks to ambush of court action or bailiff after all council letters from me, and on computers shows, that all mail to me is only to 11 Muntz House, only to be signed for, and there has been no other than herein said letter from housing benefits to me to those said above to my c/o address during 2007.

So Chris Gibbs, Hema or Hema Chauhan, Directors of Revenues, & Elaine Elkington, Richard Davis & David Fairbotham and others is now in deeper various criminal trouble, discrimination trouble too, and I will sue even after Ombudsman must now act against them al and the whole council plots and silences and allowing these crimes on me by Chris Gibbs and his department and Elaine Elkington and her housing department and Litigation’s and debt recovery teams of Hall Green Housing & Benefits Teams and debt teams since 18 December 2006 to now.

So let the record show now that nobody of the council has ever replied to any of my other letters nor sent 25 Jan 07 change of circumstances housing benefits form apart from 9 Jan 07 Hema Chauhan’s letter, Chris Gibbs illegal sly 30 Jan 07 said one re will illegally reply further while unclean to do so which I did not consent to him to do anything to me then nor since; Victoria Burgess 15 Feb 07 trick one, working with Chris Gibbs plots’ to try to make him Gibbs clean and will never be clean re me; and the one from deputy Leader of council 28 February 2007 one -[The 28 Feb 07 Deputy Leader of Councils letter saying he passing letter over to dirty Litigation Office that’s bee totally silent, and there has been non ever replied to my 20 March 07 letter against Hema Chauhan tricks and plots, nor any reply to my 28 March 2007 letter against Chris Gibbs, Victor Burgess or consequently against all Directors and Manager of Council Revenues Dept that’s secretly -(Exposed self in 10 May received 18 May 07 letter sent to open me up for more crimes by Chris Gibbs in his 18 May one to me, while he was to be on suspension and away from my records with other staff that in this 12 & 14 June latest plot’s ongoing again. What about the council accountants that’s feeding our public money in wage, time and resources for staff to do and cover-up these crimes to me since December 2006, that must be in it, embezzling public money for staff private use and crimes)]- one who is also secretly behind it all, with pre-filled malice Chris Gibbs & Elaine Elkington & David Fairbotham and his now Richard Davis; and the illegal one that has no force from Hema Chauhan / Reena Chauhan that was unclean already and still illegally wrote to me that unclean already Chris Gibbs told her or him Chauhan to write to me 12 June 06 when he was illegal to do so , so that letters has no force, as it was also behind the plot by Richard Davis. No other relies to nay other letters tome in 2007 has been from anyone in the council. That is sue as no more than those illegal responses, and that is so after I also have checked with Mr Welsh, and he read this and put his name to this letter as witness, and so it is verify that’s all ever council replied to me by any normal worded letters, and council bills, that’s ever came to me or found by him dumped on my door step to blow away each time. So there has been a lot of silence by heads of the council for Chris Gibbs to have been doing al these things to me, now plotted with Richard Davis and others to do these new tricks of lying I am in “as of 11 June 07” my “rent is in £1060 arrears, which is impossible as I am not working, no saving, no income from employment nor state benefits, no income wage slip and no bank account to have savings, and so all I can do is only beg food since 4 Jan 2007, so is malice by the whole ……..

council hiding behind these plots by Richard Davis and Reena Chauhan, Chris Gibbs and others in housing and benefits, in the council house, and in litigation & Housing Debt Enforcement etc.

So Ombudsman you yourself must cause urgent removal of them all, plus Richard Davis and any that take over his plots, and all them I ever wrote to in all my ever letters to the council, even if Ombudsman system is planted by Blair and his Party to cover-up or water down hurts by council on civilians, or by council staff, and even if Mirza Ahmad Council Dept is linked to Ombudsman or political system too. Remove all of them, from me & my tenancy, all said in this and my 21 May 07 letters and in all letters ever to or from Council benefits, Housing and all other council any departments too. The 2006 to now Leader of the Council, all Chief Executive, Housing & Benefits heads Department’s and management of Birmingham is also all behind the herein plots too. So Ombudsman you have to clean them out, remove all council records before they doctor them now or plant things in or hide this from me from the records you must check with me: So no space for Ombudsman’s armchair only investigation is to be done; and I will have my witness when you Ombudsman to see me, all must be recorded and I get full copy, and will never drop the complaint I now set to test you Ombudsman if you serve me and the public or Tony Blair, Gordon Brown & their Labour Party that’s in person behind all this in the council too.

Attached below is another copy of my last letter dated 21 May 2007 that was to all clean post local elections 2007 clean councillors and M.Ps, to among other things urgently remove Chris Gibbs, Hema Chauhan and all that’s been hurting me in Housing and Council Benefits and legal services departments, and customer care; so that Chris Gibbs had no power to dare tell Reena Chauhan or Hema Chauhan to dare write to her 12 June 2007 letter she said Chris Gibbs told her to write me that was full of criminal tricks to play to get permission form me to deal with me and so look then-after and hence as if she or Chris Gibbs was/ is clean to finish off their already plots against my tenancy by then also now both criminally pulling other strings to set sick minded (Always now unclean, so suspend) also crooked co-defendant Richard Davis from malice filled Elkington’s Housing Debt Enforce Team to do illegal malice debt recovery distress and illegal plots on me, to now trespass with malice in bypassing my care of address and dumped more illegal arrears notice for wind to blow way for him Richard Davis to make sure more unknown to me plots for Chris Gibbs to put me illegally into deeper rent & tax arrears, that I could never owe, so that they can move on to next plot to use bailiff on me and my home because summonses are sent to court Vs them, and others to go when crooks are moved else where too, and that means more Vs Chris Gibbs, Hema Chauhan and all named in all my ever letters so far since 18 December 2006. Ombudsman what are you going to do against them because they are all trying to get me tax criminal records during these plots against my tenancy: That's serious crimes on me using community tax money.

This is further legal notice of more pending court action on top of all the others you had before, from me. This is rushed to stop your corruption, so is not perfect.

This another legal notice, on top of those said in the summonses sent court already, is for the 4th clear provable criminal malicious plot against my tenancy by the council, all parties, Housing and benefits and Labour Party too, since 1 in 20 December; one plot 20 to 29 December retracted you lost; 1 plot to and on 30 January retracted you lost; 1 plot in March retracted 23 March you lost, and now another plot now in two letters in May 2007, even plots by your Council staff Chris Gibbs, all Directors of Housing, and Council heads criminal harassment and malice by yourselves via and your Housing and benefits heads and staff and secret cross department plots and by others in the main Political Parties in the Council House that are still ignoring my letters, like Housing & Benefits & Legal Department’s staff still ignored to reply to copies of my many December, January, February, March and May 2007 letters to yet at in full and ignoring to give me all names, data and records I need for court too, and the council head and staff have still not replied nor fully to various copies of the February 207 summonses, sent to court already, but and non replied to copies of the summonses sent to the council Legal Services against the Council, against political parties’ mafia crimes on me, and against each of the council Housing and Benefits & Legal services head staff as co-defendants -(With your head lawyer and heads of Housing and benefits being sued in their person)- for their own crimes on me while being sued with the council body as co-defendant, so that non be clean to have done what they have now done to me, in only 2 letters to me, after 23 March 2007 -(Nor after mine dated 28 March 2007 they kept quiet about), which was in one contained 3 paged 4 sided council tax letter dated 10 May 2007 deliberately lying I am again in council tax arrears of £594.22 -(As if I am working or signing on when I am not: Nor have you replied to mail from me such as 28 March 2007)- that was received 18 May 2007 even lying I am in poll tax arrears; and another sly letter dated 18 May 2007 received 21 May 2007 containing 4 pages with 4 back notes on each also lying by co-defendant Chris Gibbs himself fabricating that I am in 377.52 rent arrears, for the 4th time since 20 December 2006.

These latest 2 letters, exposing the 4th plot against my tenancy by defendants I am suing in their person and their boss the council, is after your benefits staff deliberately been ignoring my other pre 23 March 2007 letters and others after that with such serious contents and conflicts of interests framing me to look as if I am still not working and still not getting any money from anywhere -(Still begging food only since 4 January 2007) and not state benefits. So: Sent 16, 18, 20 & 26 June 07 to the council, to remove this evil man Davis, Chris Gibbs and others behind the plots ; but they total silent after my 16 Jun e07 letter still against him and so secretly using him he still write me 27 June 07 saying he still taking me to court for rent eviction, so I wrote more V him to others during the below letters. Total silence after his 27 June 07 letter and after Ombudsman chief investigator got caught writing me 28 June 07 letter believing lies that nothing be form me in the council since 18 December 06 to now re their plots and saying I not working all last year and this year so no rent nor poll tax due form me by law for unemployed. Yet he read in above letter and still pushed himself on me unclean to be near my records after 16 June 07 too never mind making more 27 June 07 thereat to himself be taking me to court and then total silence from all the council except him 27 Jun e 07 to now.
